A new NBER working paper estimates that 2 to 6 cents of every World Bank aid dollar was diverted into crypto, or roughly $1.7 to $4.4 billion. The study covers $238 billion in disbursements to 93 countries between 2018 and 2024.

A new working paper from the National Bureau of Economic Research (NBER) estimates that 2 to 6 cents of every dollar of World Bank aid was diverted into cryptocurrency. The authors put the implied leakage at $1.7 to $4.4 billion across the tranches studied. The paper, "Crypto Capture of Foreign Aid," was issued in August 2026 by Sumit Agarwal, Peiyi Jin, Eswar S. Prasad and Daniel Rabetti.

The study covers $238 billion in aid disbursed to 93 recipient countries between 2018 and 2024, tracking how crypto activity moved around the arrival of each aid tranche.

Spikes at disbursement months

The results show sharp, short-lived surges in crypto activity in the month aid tranches arrived. The activity was driven mainly by anonymous and newly created wallets on both tax-haven and mainstream exchanges. Blockchain forensics revealed patterns consistent with the classic stages of money laundering: placement, layering and integration.

The paper frames the question against the 2016 Panama Papers leak, which tightened enforcement around money laundering and offshore banking, and asks whether diverted aid shifted to cryptocurrency as an alternative laundering platform.

Blockchain forensics and web traffic

To build the measure, the researchers combined on-chain Bitcoin transactions and wallet creation, off-chain exchange records and IP-linked web traffic. The design keys off the administrative timing of aid tranche arrivals and links those months to the crypto spikes.

No funding penalty, and a forensic trail

Diversion carried no funding penalty: the four sectors where the researchers detected it (Transport, Water and Sanitation, Social Protection and Governance) still absorb half of subsequent World Bank funding.

The paper concludes that cryptocurrency facilitates aid diversion, but its transparent ledgers also leave forensic traces that may help detect and recover diverted funds.
