Talks with officials preceded the ban

The Trump administration's decision to halt all foreign use of Anthropic's most capable AI models was prompted by conversations between Amazon chief executive Andy Jassy and U.S. officials, including Treasury Secretary Scott Bessent, the Wall Street Journal reported, citing people familiar with the matter.

According to that account, researchers at Amazon had used a series of prompts to get Anthropic's Fable 5 model to provide information that could be used to aid cyberattacks and was supposed to be off limits. Jassy passed the finding on to the officials, the report says. Tech executives have been in regular contact with the administration about the power of cutting-edge AI tools.

An abrupt, sweeping restriction

The newspaper describes the resulting move as abrupt and sweeping: foreign access to the company's most powerful AI tools was halted. A separate Wall Street Journal report said Anthropic then cut off access to its top models after the U.S. ban on foreign use. The restriction covers the most capable systems rather than every product the company offers.

The reporting rests on unnamed sources and does not spell out how the ban will be enforced, or which customers outside the United States will feel it first. Those questions now fall to the developers and companies that build on the models.
