C.H.BECK takes majority stake in legal AI firm Noxtua after €100M Series C

Berlin-based legal AI company Noxtua has closed a Series C funding round totalling more than €100 million. German legal publisher C.H.BECK, an investor since the company's Series B in 2025, becomes the majority shareholder, while Austrian publisher MANZ joins as a new investor. Global Brain Corporation, KDDI Open Innovation Fund, CMS, Dentons and IOTA Foundation founder Dominik Schiener are exiting.

Thirty thousand users, six European locations

Noxtua was founded in Berlin in 2017, spun out of research at Oxford University and Imperial College London, and launched the first version of its product in 2024. It now reports more than 30,000 users and around 100 employees in six European cities: Berlin, Paris, Stockholm, Zagreb, Munich and Freiburg.

The software covers the entire legal-writing workflow, from research and analysis of complex legal questions to document drafting. Its jurisdiction-specific Legal AI Workspaces run on exclusive, curated legal data from leading European publishers, among them C.H.BECK, MANZ and Helbing Lichtenhahn. Noxtua says it meets the professional and data protection requirements of legal practice and holds BSI C5, ISO 27001 and ISO 42001 certifications.

A publisher's database behind the AI

C.H.BECK invested in Noxtua's Series B in 2025, at the time the largest funding round in Europe for legal AI. That year the two companies launched the Beck-Noxtua Legal AI Workspace in Germany, built on the publisher's beck-online database, described by C.H.BECK executive board member Prof. Dr Klaus Weber as the largest legal database in the German-speaking world, with more than 60 million legal documents.

MANZ has collaborated with Noxtua since 2025 on the MANZ-Noxtua Legal AI Workspace, an approach the Austrian publisher frames as bringing together specialised information from different publishers on a single platform.

Growth and European expansion

Founder and CEO Dr Leif-Nissen Lundbæk says Noxtua's goal is to become the largest European legal AI. The company quadrupled its team over the past 12 months and quintupled revenue over the past four, and in the last four weeks it launched Legal AI Workspaces with leading publishers in Poland, Sweden and the Czech Republic.

Noxtua says it does not rely entirely on large language models: every request — a draft, a review or a research query — is grounded in curated data from its publishing partners, with citations shown to users. The company runs high-performance open-source models and is adding access to closed-source frontier models in a European setup with Deutsche Telekom.
