What happened
On Monday, August 10, Meta released a new open-weight AI model called Muse Glimmer and published a manifesto by CEO Mark Zuckerberg titled "The Future is for Everyone." The essay, longer than 6,000 words, lays out his vision of "personal superintelligence" available to billions of people, and lands in the middle of Silicon Valley's fight over how tightly advanced AI should be regulated.

Muse Glimmer is a 30-billion-parameter dense model that Meta says runs on a laptop or a single consumer GPU, with performance it calls the best in its size class. The company also said it will open the weights of a version of Muse Spark 1.2 in the coming weeks. Both releases answer open-weight systems from OpenAI and Anthropic, and fast-improving Chinese models from Alibaba and Moonshot.
Governance: the board gets authority over safety
Zuckerberg also announced a governance change: Meta's independent board of directors will get the power to approve the safety criteria for model releases and to review whether each release meets them. He argues it is not in anyone's interest for a single CEO to be the sole decision-maker on deploying superintelligence, and calls on other labs to copy the structure.
Why it matters
The essay argues for distributing the technology widely, offering it free or as affordably as possible, and for US policy that lets American open models compete rather than restricting access to foreign ones. For developers, Meta has clearly picked a side in the open-versus-closed debate.
